[Launched] Generally Available: Hosted-On-Behald-Of (HOBO) Public IP model for ExpressRoute Gateways

All newly deployed ExpressRoute Virtual Network Gateways
will use the Hosted-On-Behalf-Of (HOBO) Public IP model. This change simplifies
